Kevin PayPal hasn't given him a refund yet. The issue is still in the review process. And you are right, it is fraud because he filed a complaint for non-receipt which isn't true. Then he turned around and sent me an email and admitted in the email that the cleaning was done on that date but he wanted a refund. Patti

Well keep your guns loaded, and wait.. really start building your case up. It wont hurt to light a fire now and still call the police for comments. More than likely they will give him a call or drive by to talk to him, letting him know your serious. What I like to do also in this situation is already start filling out the the small claims court paperwork, make a copy and mail it to him. Along with all the evidence you have. (dont pay the file fee yet) just let him know your ready to go. I would also call him daily, work, home etc. Is he married talk to his wife, I would tell them during the process, you will have to talk to his neighbors, boss, employees, co workers etc...lol... Go and talk to them, ask them if they think this has happened before, their thoughts on him...etc.. write down there names and address, if they talk to you fine take notes.. regardless inform them there might be a subpoena in the mail...Don`t worry this will end soon.

Kevin I don't want to add fuel to the fire just yet. I am giving PayPal until tomorrow to get this resolved and if they don't then I will take it a step further. Patti

Update I received an email from PayPal this morning. They have ruled in my favor.
"According to the User Agreement, PayPal's Buyer Complaint Policy applies only to the shipment of goods and not to services and other intangible goods. For that reason, we are unable to take any action regarding this complaint." Patti

You might want to save that trump catd, maybe im wrong but if american express declines the charges, and pulls from paypal. Paypal pulls from you? I hope im wrong.

If you have an intangible object (meaning they did not physically purchase something from you) they cannot dispute they payment. I had this happen to me. Just call Paypal and they will dismiss the dispute.

Sorry, should've read more. This did go further for me where they disputed it with the credit card company. Now, it depends on how they dispute it...if they say they are unhappy and want there money back...paypal will stand behind you. My customer was sneaky and said it was an unauthorized charge. Since mine was a service and not tangible...i couldn't prove it, so paypal then was forced to rule in favor of the other party. They did see what was going on and did give me half my money back but it really ticked me off that the person won that battle by lying.

I'm wondering if this might be the source of his demanding a refund for all prior work:
It's possible that after you stopped cleaning his home (because of his frequent non-payment or late payments), that the family decided they still needed the cleaning performed, so they went with hiring a new cleaning business....then you have this new company owner or the employees mouthing off about how the prior cleaning business failed to do this or should have been doing that!...because "We Always Do This This For Our Customers!", "Wow, they must have been a crappy cleaning company!"...Basically talking themselves up, as to how they can't believe that the other one didn't do a certain thing. This of course would only add fuel to this person's anger and frustration-possibly making him feel like he was being ripped off for many months...and then taking this new cleaning business' advice about demanding a full refund. Especially if there really didn't need to be an initial type cleaning again, and the new cleaners just saw it as an opportunity to make some extra cash on your expense-literally........and to add icing to this new cleaning company's cake, the whole situation would be a start to potentially omitting some of the local competition. Especially if word-of-mouth gets going in this specific area or neighborhood that you may have other clients in.
Just an idea. I hope this all got cleared up for you though without litigation.
