I have been asked about a concrete floor that was stained and had lines cut into it to look like grout lines then it had finish put on it. Don't know what finish was. The stain was put down along with a coat of finish before inside construction was done. Paper was then placed on top of it. I am thinking the concrete was not dried or seasoned long enough. After paper was removed more coat of finish where applied. You can see the roller marks and small bubbles in spots. the finish wore off very fast and even the stain in some spots. If you put a spot of water on it for a couple of minutes it turns white looking. the company that did this came back and said the neutral cleaner was damaging it. I had recommend the neutral cleaner yet they said to Tennant's which is a beauty shop that nothing would hurt this finish , not even polish remover. they came back and applied another coat which also dulled very fast and they even sealed hair into the finish. the finish is very rough texture in places and smooth in others. I have been asked to meet with owner and construction company that did the floors to voice my opinion. Right now I would say finish was applied before concrete cured. Finish was not applied the right way.Seeing as how you can see where the paint rollers went back and forth. Neutral cleaner should not hurt this finish even if it was mixed more than suggested. Is there any more suggestions as to why this job may have been done wrong?

Dan, sounds to me as if they didn't let the concrete cure. This finish sounds like water based urethane over a powdered stain. spread the powder on top of the concrete to get your stain rather than having it mixed in with the making of the concrete. Doesn't sound as if they waited long enough. This urethane is hard and will flake off with traffic but a neutral cleaner sure as heck is not going to hurt it. However, I'm not an expert in this area.
