???Don't quite understand what you are asking but there are automated chemical dispensing systems available. I know Buckeye has one , have had installed in a school. Decide which chemicals you need, the appropriate dilution ratios and the system then dispenses the chemical in those ratios. All staff has to do is replace the bulk supply when it is empty.

You should make all employees take a class designed by you . A class that teaches them ratio mixes. 1 to 4 means what? 1 to 32 means what? A class should teach them what MSDS sheets are and how to read them.
A class that teaches them a little on first aid. In case of swallowing a chemical, When should you drink plenty of water and when shouldn't you? What should you do if you get bowl cleaner on your hands? And so on
A class should teach them how to label bottles, what and how to mix certain chemicals and what they shouldn't mix.
A class should teach them how to keep their storage areas organized .
A class should teach them about waste and how it cost the company. About how mixing something to strong cost plus it may actually make solution not work.
A class to teach them how to keep inventory and how to know when to order more supplies.
A class should teach them how to use PPE. Personal Protection Equipment. How to put on latex gloves and how to remove them safely, how and when to use goggles, ect...
A class should teach them What to do in an emergency concerning chemicals, who to call, where are the 800 numbers for them to call, what point do they call an ambulance and so on.
Throw in some donuts, a few good jokes, and a test just to make it fun for them as well as informative.
